Doctor of Medical Sciences, professor, physician of the highest qualification category on public health and healthcare
Eduard Valchiuk was born on the 28th of May, 1936, in the town of Lida of Grodno region, in a family of a railway worker. In 1953, after finishing of a secondary school № 3 in Lida, he was admitted to Minsk State Medical Institute, which he graduated from in 1959.
Eduard Valchiuk worked as a chief physician at Belogrudsk District Hospital of Lida region (1959-1963), as a chief physician at Lida Regional Epidemiological Station (1963-1964), as a chief physician of Lida region (1964-1967), as a deputy chief physician of Lida Central Regional Hospital (1967-1972), as a chief physician of Volvovysk district of Grodno region (1972); as a physician at organizational and methodical room of Lida Central regional Hospital (1972-1975), as a deputy chief physician of Lida Central Regional Hospital (1975-1982). During his career in healthcare, he distinguished himself as a well-prepared organizer of public health; he has authority with his patients and his staff; several times he was elected as a district councillor.
In 1981 Eduard Valchiuk defended his Candidate’s thesis entitled «History, contemporary state and perspectives of the development of preventive care and treatment rendered to the rural population of a region (Lida district of Grodno region – as an example) » (Moscow). In 1982 he started to work as a senior lecturer at the Department of Social Hygiene and Healthcare Management of Belarusian State Institute for Advanced Medical Training, since 1988 – as a head of the department, since 1993 – as a head of the Department of Social Hygiene, Economics and Healthcare Management. In December, 1993, Eduard Valchiuk defended his Candidate’s thesis entitled «Scientific rationale and development of the system of medical rehabilitation (rural regions of the Republic of Belarus – as example) » (Moscow). In March, 1994, Eduard Valchiuk was awarded the academic title of a Doctor of Medical Sciences; in November, 1994 he got the academic title of a professor. Since 2001 he had been working as a head of the Department of Public Health and Healthcare Management, in 2008 he continued his career there as a professor. At the Academy he occupied several positions at different times: he worked as a dean of Sanitary-Hygienic and Pharmaceutical Faculty (1987-1992), also he worked at Therapy Faculty (1992-1995) and Surgery Faculty (1996-1998). He initiated the creation of the only and the first one in the USSR - the Faculty of Social Medicine and Healthcare Management, which he headed from 1999 to 2005.
For more than 30 years Eduard Valchiuk has been working as a lecturer at the Academy. In 1997 he was chosen to be a corresponding member of Belarusian Academy of Medical Sciences. He is an author of more than 250 scientific works, 11 study guides, 12 guidelines and instructions of the Ministry of Health of the Republic of Belarus. Eduard Valchiuk is an author of 4 monographs: «Social Policy of CPSU in a village. From the experience of party organizations of Ukraine, Belarus, Moldova in the 80th» (collective monograph). - Kiev, 1989; «Basics of organizational and methodological service and statistical thinking in healthcare" (2003, 2007): «Basics of medical rehabilitation» (2010). He edited and published collections of materials related to the VIII, X. XI, XII, XIII Republican scientific conferences with international participation on the history of medicine and pharmacy of the Republic of Belarus and etc. Eduard Valchiuk is an organizer and participant of 7 international conferences on the history of medicine and pharmacy in Belarus.
Under his supervision, since 1998, there have been defended 14 Candidate’s and 3 Doctoral theses. He founded scientific school of public health and healthcare, which is the first one in the Republic of Belarus. Eduard Valchiuk developed rehabilitation services in healthcare system of the Republic of Belarus, investigated medical-and-demographic processes and problems in primary medical care, effective forms and methods of management in healthcare, historical patterns of the development of healthcare and medical science.
Eduard Valchiuk has created special training courses for public health leaders: a two-year distance-training course «Healthcare management» (preparation of the staff reserve of the Ministry of Health of the Republic of Belarus 1999 – 2008; 276 healthcare leaders had been prepared); a course “Economics and accounting in healthcare” (2000); a course “Nursing administration” (2001); “Hospital management” (2002), “Informatics” (2002).
Eduard Valchiuk has been actively participating in public and scientific life of the Republic of Belarus: he was a member of Education Board of the Ministry of Health of the Republic of Belarus, a member of the Republican Academic and Methodological Commission on Hygiene Disciplines, a member of Public Health Thesis Defense Board, a chief visiting specialist on public health and healthcare management of the Ministry of Health of the Republic of Belarus, a scientific consultant of Belarusian Encyclopedia. At present he is a chairman of the Belarusian Scientific Society of Historians in Medicine and Pharmacology, a chairman of the editorial board of the journal «Medical news», a member of two editorial boards of medical journals, a chairman of the Council for the Defense of Doctoral Thesis on public healthcare and healthcare management.
For his outstanding work, Eduard Valchiuk was awarded the anniversary medal «For the excellent work. To commemorate a 100-year anniversary since the birth of V.I.Lenin”, the medal «Veteran of Labour», a reward «For excellence in healthcare»; he was regularly awarded Certificates of Appreciation from the Ministry of Health of the USSR, Ministry of Health of the BSSR and Ministry of Health of the Republic of Belarus; he was also awarded Certificates of Appreciation from the State Committee for Sciences and Technologies of the Republic of Belarus, regional health boards, BelMAPE and etc. In 2011 he was awarded an Honorary Certificate of the Council of Ministers of the Republic of Belarus.
